Adobe Photoshop is an extremely powerful tool in the hands of a skilled web developer. Photoshop provides a platform in which hte developer can create and extremely detailed "mock up" or "vision" of a website without writing a single line of code. Detailed photoshop master layout files are invaluable for working out design ideas between designer and client, and they save money also because no coding or server programing are required. Meanwhile, both the client and the developer can interactively colaborate on the design.

Finally, when its time to build the actual website, photoshop's precise measuring systems enable the master layout to serve as a detaile blue-print down to the exact pixel. In fact, most website front ends are created by "cutting" the photoshop master PSD file and encoding the elements into HTML.
